Study says feds should own Northeast Corridor line

This article in the Boston Globe talks about a group of business leaders proposing transferring ownership of the Northeast Corridor rail line to the federal government. I always thought this would be a good idea; the tracks run through multiple states and are used by commercial trains and commuter trains some of which who are in competition with each other. There's no one clear owner; the Northeast Corridor tracks are needed for the public good and business health of the Northeast states, so track maintenance and upgrades sounds like a proper fit for the Federal government. Would this help lower Amtrak fares for commuting between Philly and NYC? I doubt it, but I still think it's a good idea.
